During my recent visit to Mysuru, my hometown, I witnessed uncivilised behaviour from the so-called civilised people who live in our vicinity and are highly literate, by throwing garbage bags in the corner of a road where the wall is beautifully painted with the words: "To maintain cleanliness and not to throw garbage."

I waited for hours one fine morning to find out, "who does it" - maybe kids or teenagers throwing it, ignoring signboards - but to my wonder, people in their 40s to 60s arrived at the spot in cars and scooters to dump these garbage bags and disappear regularly.

How to enforce cleanliness? How to educate the most educated people? How to civilise the civilised people?

There is a daily door-to-door ...
