Hanoi, Vietnam, Jan. 5 -- The program sets ambitious birth registration and digitization targets, aiming for 95 percent on-time registration by 2028 and 98.5 percent by 2030.
Registration of children born alive within one year will reach 98 percent by 2028 and 99 percent by 2030 (based on international statistical standards).
All children born in health facilities will receive Birth Certificates, with 95 percent of records digitized by 2028.
The plan also includes retrospective digitization of Birth Certificates-100 percent for registrations from January 1, 2016 onward (Phase 1) and for all pre-2016 registered citizens still alive by 2030 (Phase 2), ensuring every living Vietnamese citizen holds a valid legal Birth Certificate.
