The Resolution aims to implement Politburo Resolution No. 71-NQ/TW on breakthrough development of education and training.

Under the resolution, there will only be a single set of textbooks since the 2026-2027 school year. The move aims to reduce the financial burden on families; ensure consistency and uniformity in learning content nationwide; promote education equity and reduce social costs and stabilize the education system. The Government targets to provide textbooks free of charge for students by 2030.
