KATHMANDU, Feb. 1 -- There has been an inordinate delay in the expansion of the cabinet in Madhesh province. Chief Minister Saroj Kumar Yadav has found it difficult to expand his cabinet even three weeks after the formation of the four-member cabinet.

There is a problem in the expansion of the government because the parties in power have failed to agree on the allocation of ministerial portfolios. An agreement was reached between the ruling parties to give one ministry to each five provincial assembly members.
