Nigeria, Nov. 25 -- Clearly, the most compelling and confusing development in Nigeria in recent times is the recurring spate of abductions, the reign of impunity and the apparent failure of the Nigerian state to fulfil its obligations to the people, the most primary of this being the declaration in Section 14(2) of the 1999 Constitution that the primary duty of government is to ensure the welfare and security of the people.
