India, Oct. 29 -- The Election Commission has stirred up a hornet's nest again. After controversial revision of electoral rolls in Bihar it has announced a pan-India revision of voter lists. In an unprecedented move after two decades, the ECI has launched a Special Intensive Revision (SIR) of electoral rolls across the country.
