New Delhi, July 20 -- The Supreme Court (SC) has formed a five member Constitution Bench to hear Presidential reference on whether the court can lay down timelines and procedures for the President and State Governors when considering Bills passed by State legislatures. The hearing will start on July 22.
The Constitution Bench is headed by Chief Justice BR Gavai and has Justices Surya Kant, Vikram Nath, PS Narasimha, and Atul S Chandurkar on it. The Presidential reference challenges SC ruling in April this year, which prescribed timelines for the President and the Governor to decide on Bills and also held that the Governor's inaction under Article 200 was subject to judicial review.
