India, Feb. 25 -- The University Grants Commission's (UGC) draft guidelines proposing a shift in the appointment of Vice-Chancellors (VCs) have ignited a political storm. By granting Chancellors-predominantly Governors-the authority to constitute search-cum-selection committees for appointing VCs, the UGC has stirred concerns about federalism, state autonomy, and academic independence.
