India, Nov. 20 -- Delhi Lieutenant Governor Vinai Kumar Saxena on Wednesday inaugurated a new gaushala inside Tihar Jail and launched three Information and Communi-cation Technology (ICT) initiatives aimed at modernising prison management, enhancing transparency and expanding reformatory programmes.

Officials said the move marks a significant shift in the Capital's prison reform strategy, combining traditional practices like animal care with modern digital tools to improve inmates' well-being and accountability within the system.
