New Delhi, March 21 -- Lashing out at the Congress for insulting institutions, including Parliament, judiciary, media and the armed forces, when it was in power, Prime Minster Narendra Modi on Wednesday asked people to make a judicious decision while exercising their franchise during the Lok Sabha poll, beginning next month.
