Bhopal, Feb. 4 -- In fresh norms issued by District Collector Kaushalendra Vikram Singh on Monday, both seeking and giving alms in the state capital will now result in penal action.

Amid rising incidences of begging, the district administration said that CCTV surveillance devices will be used to identify and track those violating the new guidelines, and FIRs will be lodged against repeat offenders.

The Social Justice Department and Bhopal Municipal Corporation (BMC) will jointly work on the implementation of the new directives. BMC Additional Commissioner Tina Yadav stated that the civic body will provide land for setting up shelters for beggars.
