MANILA, Nov. 24 -- Senate Majority Leader Juan Miguel Zubiri on Monday urged the Anti-Red Tape Authority (ARTA) to revive a public "shame campaign" that ranks local government units (LGUs) and national agencies with the most red tape complaints, saying transparency will pressure offices to improve and allow the public to identify chronic offenders.

Zubiri issued the call as Senator Sherwin Gatchalian defended ARTA's proposed 2026 budget.

He emphasized that ARTA, led by Director General Ernesto Perez, was created under Republic Act 11032 to streamline government services and eradicate bureaucratic delays.
