CAGAYAN DE ORO CITY, April 14 -- The local government-run sports facility, Misamis Oriental Integrated Sports Complex (Moisc), located here, can never be considered a private property, City Mayor Oscar Moreno said Saturday.

Moreno was responding to the recent decision from the Office of the Ombudsman that cleared two public officials from nepotism and graft charges.

These officials were Misamis Oriental Gov. Yevgeny Vincente Emano and his brother-in-law and incumbent provincial board member President Elipe.

The mayor argued that Moisc could not be a private enterprise because it has not been incorporated and "it has no separate personality."
