Manila, Oct. 28 -- The Island Garden City of Samal (IGACOS) officially launched its Executive-Legislative Agenda (ELA) for 2025-2028, a unified framework set to guide all city programs and projects over the next three years.

In a Facebook post on Tuesday, Mayor Lemuel Reyes highlighted the unified efforts of the city's executive and legislative branches aimed at building a livable, resilient, and dynamic island city.

Dubbed "SMILE SAMAL," the agenda presents a shared vision and strategic direction aligned with the Philippine Development Plan and the Sustainable Development Goals.
