Manila, Nov. 28 -- Cloudy skies with scattered rain showers and thunderstorms will prevail over northeastern section of Northern Luzon due to shear line (tail-end of frontal system) or easterlies, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Sunday.

In its 4 a.m. weather bulletin, the weather bureau said Batanes, Cagayan, Isabela, Aurora, Quezon, Camarines Norte, Camarines Sur, and Catanduanes will have cloudy skies with scattered rain showers and thunderstorms due to shear line or easterlies.
