MANILA, Nov. 9 -- Power outages were reported Sunday in parts of Bicol and Eastern Visayas as Super Typhoon Uwan (international name Fung-wong) approaches the landmass of Luzon.

In a video statement sent to reporters, Office of Civil Defense (OCD) deputy administrator for administration Assistant Secretary Bernardo Rafaelito Alejandro IV said Uwan's strong winds and rains are already felt in these two regions.

It's near those areas and its rains and winds are already felt there)," he said.
