MANILA, May 28 -- Philippine National Police (PNP) chief Gen. Rommel Francisco Marbil on Wednesday led the launch of the Joint Anti-Kidnapping Action Committee (JAKAC) that will focus on identifying, investigating, and neutralizing organized kidnap-for-hire operations in the country.
