Manila, Jan. 24 -- Malacanang has issued proclamations declaring special non-working days in four areas to allow residents' full participation in local festivities and commemorations.

Under Proclamation 1143, Jan. 26 was declared a special non-working day in Cadiz City, Negros Occidental in celebration of the 52nd Dinagsa Festival, a vibrant cultural event rooted in faith, culture and local history.

Proclamation 1144 declares Feb. 3 a special non-working day in Binan City, Laguna in celebration of its 81st Liberation Day, marking the city's freedom from Japanese occupation during World War II.

The annual observance pays tribute to local heroes and is highlighted by civic-military activities and historical programs.
