Manila, Oct. 14 -- Malacanang said Tuesday it is up to the Department of Justice (DOJ) to determine whether former House of Representatives Speaker, Leyte Rep. Martin Romualdez, may qualify as a state witness in the ongoing probe into the multibillion-peso flood control scandal.
Asked whether Romualdez could be granted immunity in exchange for testimony, Palace Press Officer Claire Castro said such consideration would depend on the value of his disclosures.
