Manila, Dec. 11 -- The Office of the Ombudsman on Thursday said any supposed concerns of contractor Cezarah Rowena "Sarah" Discaya for her safety will not exempt her from being held accountable for her alleged part in the multi-billion-peso ghost flood control project scandal.
