CAGAYAN DE ORO CITY, Dec. 21 -- The provincial government of Misamis Occidental on Sunday has reiterated its policy that it will not pay "ghost deliveries" or supply transactions that lack proper verification.

In a statement, lawyer Lulu Enerio, the province's legal officer-in-charge, dismissed claims by Limars Ramil alleging non-payment for supply deliveries, saying these were unfounded due to the absence of required proof of delivery.

"These transactions lacked key documents such as the Acceptance Report, Inspection Report, and verified delivery records, all of which are mandatory under government auditing rules," she said.
