Manila, Jan. 19 -- The Land Transportation Office (LTO) on Monday filed several charges against the driver and owner of a tricycle that counterflowed and went viral in a video on social media.

In a statement, LTO Chief, Assistant Secretary Markus Lacanilao, announced the issuance of a show cause order (SCO) requiring both the driver and the owner of the tricycle to appear before the LTO Intelligence and Investigation Division (IID) in Quezon City on Jan. 22.
