Manila, Nov. 4 -- The Independent Commission for Infrastructure (ICI) on Tuesday urged the Office of the Ombudsman to investigate former Department Public Works and Highways officials over a PHP72 million ghost flood control project in Plaridel, Bulacan.

In an Interim Report, the ICI chairperson Andres Reyes Jr. identified the project as the Riverbank Protection Structure in Barangay Bagong Silang which has been constructed in a different site and was found to be substandard.

Recommended in the investigation were former DPWH secretary Manuel Bonoan and former undersecretaries Roberto Bernardo and Maria Catalina Cabral for possible breach of Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Emplo...
