Manila, Oct. 17 -- The leadership of the House of Representatives will conduct a survey to determine the views of lawmakers in navigating the fate of controversial measures, including the proposed law legalizing absolute divorce and the death penalty, Speaker Alan Peter Cayetano said Thursday.
