Manila, Feb. 25 -- The Governance Commission for GOCCs (GCG) said it established a more inclusive and empowering whistleblowing and integrity program for the government-owned or -controlled corporation (GOCC) sector.

In a statement late Monday, the GCG said Memorandum Circular (MC) 2025-01, or the "Whistleblowing and Integrity Program (WHIP) for the GOCC Sector," aims to strengthen transparency, accountability, and integrity within the sector.

The WHIP establishes a formalized process for reporting illegal and unethical acts or omissions, including concerns related to fraud, corruption, abuse of authority, sexual harassment, and other malpractices that may harm public interest.
