Manila, Jan. 20 -- Department of National Defense (DND) Secretary Delfin Lorenzana is willing to hold a dialogue with officials of the University of the Philippines (UP) if they could explain incidents where UP students were killed in military encounters with the communist terrorist New People's Army (NPA).
