MANILA, May 26 -- Senate President Francis "Chiz" Escudero and Senator Grace Poe on Monday called on the Metropolitan Manila Development Authority (MMDA) to fix the implementation gaps in the No Contact Apprehension Policy (NCAP), stressing the need for fairness, efficiency, and transparency in traffic enforcement.

In a news release, Escudero raised concerns over delays in the delivery of Notices of Violation (NOVs) and called for digital alternatives to the current snail-mail process.

He said motorists deserve a faster and more accessible appeal mechanism.
