Manila, Jan. 5 -- Albay 3rd District Rep. Raymond Adrian Salceda on Monday urged the Department of Budget and Management (DBM) and the Department of Health (DOH) to immediately issue simplified guidelines for the release of the long-delayed Health Emergency Allowance (HEA) to healthcare workers who served during the Covid-19 pandemic.
Salceda issued the call following the signing of President Ferdinand R. Marcos Jr. of the 2026 General Appropriations Act (GAA) in Malacanang.
The GAA allocates PHP6.77 billion for Public Health Emergency Benefits and Allowances (PHEBA) for both health and non-health workers.
