Manila, Dec. 18 -- The Commission on Audit has submitted four fraud audit reports (FAR) before the Independent Commission for Infrastructure detailing irregularities in PHP330 million worth of ghost flood control projects in Bulacan and recommended the prosecution of those involved.

All four projects were implemented by the Department of Public Works and Highways (DPWH) - Bulacan 1st District Engineering Office and Wawao Builders, the COA said in a statement on Thursday.

"COA's special audit team (SAT) found strong indications that public funds were exposed to possible fraud through non-existent structures, relocated projects, and unsupported claims of 100 percent completion," it said in its report.
