Manila, June 12 -- Senator Alan Peter Cayetano is proposing key structural changes in the planned Third Congressional Commission on Education (EDCOM 3), aiming to institutionalize deeper coordination among the country's top education agencies and correct persistent systemwide failures.

Filed under Senate Bill No. 3006, Cayetano said in a news release on Thursday the proposal departs from the framework of EDCOM 2 by making the heads of the Department of Education, Commission on Higher Education, and the Technical Education and Skills Development Authority full commissioners with voting powers -- an upgrade from their previous advisory role.
