Manila, June 9 -- Commanders and police officers aspiring for promotion will be required to submit affidavits of arrest.
Philippine National Police (PNP) chief Gen. Nicolas Torre III on Monday said he asked the Personnel and Records Management (DPRM) to require applicants to submit the "receipts" that will serve as proof that they have arrested criminals in accordance with Rule 113 of the Revised Rules of Criminal Procedures.
"Ano ang resibo na ikaw ay nakapanghuli ng criminal? Ang pinag uusapan natin 'yung (What is receipt that you have arrested criminals? We're talking of) arrest without warrant," Torre said during his first flag-raising ceremony in Camp Crame, Quezon City as head of the 230,000-strong police force.
