Manila, Jan. 15 -- A senator is proposing a 30-year infrastructure development masterplan seeking to institutionalize long-term planning to ensure the continuity of priority projects across administrations.
Filed under Senate Bill No. 1652, or the proposed Masterplan for Infrastructure and National Development (MIND) Act, the measure aims to anchor infrastructure investments on a rules-based framework.
The bill mandates the formulation of a 30-year Comprehensive Infrastructure Development Master Plan (CIDMP), which will be mainstreamed into key government processes, including the Philippine Development Plan and the annual General Appropriations Act, to align long-term goals with yearly budget decisions.
