Bhubaneswar, Feb. 22 -- The Odisha government on Saturday announced the establishment of four new greenfield universities and two government engineering colleges, along with a scheme to provide free textbooks to all students of Classes IX and X. The announcements were made by Chief Minister Mohan Charan Majhi while presenting the State Budget for 2026-27.

The proposed greenfield universities will be set up in Kendrapara, Jagatsinghpur, Bhadrak and Jharsuguda districts. The Chief Minister said these institutions, being established from scratch, would have the flexibility to adopt new organisational models and introduce innovative postgraduate programmes in alignment with the National Education Policy (NEP) 2020.
