The Odisha Housing and Urban Development (H&UD) department has issued a notification, following a Supreme Court directive, mandating that realtors obtain a building's Completion Certificate (CC) or Occupancy Certificate (OC) before handing possession over to buyers.

As per the Odisha government's notification, developers must submit a formal undertaking to that effect when applying for building permits. Throughout construction, they are required to display the approved plan, which will be subject to periodic inspections by development authorities.
