MUMBAI, Nov. 7 -- Senior Shiv Sena leader Sanjay Raut on Thursday accused the BJP of delaying the process of government formation in Maharashtra and creating conditions for imposing President's rule. Raut said in a press conference here that the BJP should declare that it is not capable of forming the government and then the Shiv Sena will take further steps.
