New Delhi, Dec. 6 -- Prime Minister Narendra Modi, delivering a joint press statement with Russian President Vladimir Putin in New Delhi, said he was delighted to welcome the Russian President to India for the 23rd Annual Summit at a time when bilateral relations are achieving historic milestones.
