Mumbai, Feb. 8 -- When the Narendra Modi-led National Democratic Alliance (NDA) government rode to power with a thumping majority in 2014, the expectation was that Modi-who had promised the electorate "minimum government, maximum governance" in his campaign -would force a cutback in flagship welfare schemes initiated during the tenure of the United Progressive Alliance (UPA) government, and shake up budgetary allocations.
