The United Nations has warned that sharp funding cuts are worsening Afghanistan's humanitarian crisis, leaving millions of people in increasingly dire conditions and obstructing vital relief efforts.

The UN Office for the Coordination of Humanitarian Affairs (OCHA) said Afghanistan has been hit hardest by declining international support. Compared with last year, its budget has fallen by 40 percent, allowing humanitarian programs to meet less than 12 percent of actual needs.
