Afghanistan, Sept. 8 -- A Kashmiri NGO says most unmarked graves in four border districts belong to foreign and local militants, with civilians accounting for less than one percent.

A Kashmiri NGO has claimed that the majority of unmarked and unidentified graves in terrorism-affected districts of Kashmir belong to militants, not civilians, challenging long-standing allegations of widespread extrajudicial killings.
