Jammu April 30 (KNS), April 30 -- Former Deputy Chief Minister and Working President of J&K Congress, Tarachand hailed the decision of Central Government to announce caste based census in the Country and termed it a Victory of Congress struggle for social Justice led by its leader of Opposition Sh Rahul Gandhi and Congress President Mallikarjun Kharge.
