Jammu, Feb. 20 -- Jammu and Kashmir Chief Minister Omar Abdullah Friday clarified that an order issued by the Kishtwar Deputy Commissioner to regulate charity collections during Ramadan was not an arbitrary decision but a response to requests from local religious leaders.
