Srinagar, April 6 -- Authorities today once again placed Mirwaiz-e-Kashmir, Dr. Moulvi Muhammad Umar Farooq, under house arrest, preventing him from attending an award ceremony organized by the Tibyan Quranic Research Institute at Saida Kadal Srinagar
