Srinagar, Feb. 10 -- Jammu and Kashmir Pradesh Congress Committee (PCC) president Tariq Qarra questioned the government's decision to seek fresh loans under the Special Assistance to States for Capital Investment (SASCI) scheme, claiming that around rupees 1 lakh crore remains unspent.
