Srinagar, Oct. 29 -- The Bharatiya Janata Party (BJP) candidate for the Budgam by-elections, Aga Syed Mohsin, has lodged a formal complaint with the Chief Election Commissioner in New Delhi against former Chief Minister Omar Abdullah, alleging a violation of the Model Code of Conduct (MCC).
