2. Undisputedly, the petitioner retired on 30.06.2020 and is seeking benefit of 4th ACP, which is w.e.f. 01.07.2023. That Scheme is not applicable retrospectively and the petitioner retired much before 01.07.2023. Therefore, the benefit of the same cannot be given to the petitioner herein because the petitioner was not in service and was not stagnating as on 01.07.2023..
3. Accordingly, petition is dismissed.
