2. It is the case of the petitioner that the petitioner is superannuating on 31.12.2025. He submits that there are three posts vacant and as per the seniority list, he is placed at Serial No.689, whereas the person who is placed at serial No.686, has already been promoted. Thus, including the petitioner, there are two persons and there are three vacant posts of Unreserved Category. Thus, the petitioner can be considered for promotion as before the date of his superannuation, the vacancies are there in the cadre of the post of Joint Secretary, in which the petitioner seeks promotion.
