RANCHI, India, April 19 -- Jharkhand High Court issued the following order on March 20:

1. This Second Appeal shall be heard on the following substantial question of law: "

(1) Whether the first appellate court has erred in law in formulating two new issues at the appellate stage ignoring the fact that at the appellate stage only points of determination are required to be framed, however, the first appellate court without appreciating the oral and documentary evidence has decided the two new points that is perverse or not?"
