1. Heard Mrs. M Hazarika, the learned Senior Counsel assisted by Mr. D Khan, the learned counsel appearing on behalf of the petitioners in the three writ petitions. Mr. RR Gogoi, the learned Standing Counsel, PHED, appears on behalf of the respondent Nos.1, 3, 4 and 5 and Mr. A Chaliha, the learned Standing Counsel, Finance Department appears on behalf of the respondent No.2.
