PATNA, July 19 -- Prime Minister Narendra Modi on Friday sounded the poll bugle in Bihar's Motihari, saying that his government's fast-paced development push aims at making viksit Bihar (developed Bihar) a reality. While inaugurating multiple development projects worth Rs.7200 crore, Modi also launched a hard-hitting attack at Opposition RJD and accused it of seizing land from the poor on the false promise of jobs, in an apparent reference to the 'land-for-jobs' scam in which Lalu Prasad family is facing mutiple charges. The PM also coined a new slogan, 'Banayenge naya Bihar, phir ek baar NDA sarkar' (We will build a new Bihar, once again an NDA government), igniting chants among the crowd and energising party workers. "We neither get trapped in slogans nor remain confined to promises, we believe in concrete action which is reflected through our policies and programmes. When I talk about backward classes and extremely backward classes, we mean it and work for their uplift," he said, adding that Bihar had moved out of the lantern age to basking in the new ray of hope. The PM was speaking at Gandhi Maidan, Motihari in politically significant Tirhut region after laying the foundation stone and inaugurating multiple development projects, which include four Amrit Bharat trains and infrastructure projects. He also handed over keys of houses built for poor and release of funds for housing schemes run under PM Awas Yojna. He travelled to the venue in an open vehicle waving to the people with Bihar chief minister Nitish Kumar and Deputy Samrat Choudhary. At the programme, Governor Arif Mohammad Khan, Union ministers Jitan Ram Manjhi, Chirag Paswan, Lalan Singh, Nityanand Rai, Giriraj Singh, Satish Chandra Dubey, Raj Bhushan Choudhary, Bihar ministers and former Union minister Upendra Kushwaha were present. "Bihar ka sankalp atal, NDA ke saath har pal (Bihar's resolve is firm, every moment with NDA)," he said, highlighting how his government had changed the way Central governments looked at Bihar by making the state a top priority and warned people to be wary of the RJD and the Congress. "Our resolve is Samriddh Bihar, Har yuva ko rozgar (A prosperous Bihar with employment to every youth. There will be more and more opportunities for youth. The Nitish government has already provided government jobs in large numbers after a lot of work in the previous years. The Centre is helping the state shoulder to shoulder. We have also come up with a new Rs.1-lakh crore scheme to be implemented from August 1 under which on first time employment in the private sector, every youth will get Rs.15,000. Mudra loans are also being provided for self-employment," he added. Modi said that just as the power equation in the world is changing from west to east due to rapid development, the same is happening in India, with eastern states like Bihar set for leap and the Centre is working in that direction. "Champaran is a place that gave Gandhiji a new direction and now it will inspire Bihar towards a new prosperous future," he added. "We see like Mumbai in the west, Motihari growing in east, Gayaji like Gurugram, Patna like Pune . we have to make the state a developed Bihar and the work is happening at great speed because both the Centre and the state have governments that believe in working," he said, reminding the people of the situation prior to 2005 when Congress and the RJD were in power and things had reached a standstill. He said that prior to his government, the UPA government had given Bihar barely Rs.2-lakh crore in 10 years, but since 2014 his government has given many times more to fast track development and welfare in the state, referring to Deputy CM Samrat Choudhary's remark earlier that compared to Rs.1.92-lakh crore in 10 year under UPA to Bihar getting Rs.14-lakh crore since 2014. Launching an attack on the RJD and the Congress, Modi said that the previous UPA government was revengeful towards Bihar and left it reeling under backwardness, while his government ended the politics of revenge with focus on backwardness to add speed to India's growth. "When Bihar will grow, India will grow," he added. Promising more opportunities for the youth, the PM said the Centre would invest Rs.1 lakh crore in providing jobs and employment across the country. Referring to the job push by Nitish government, he said the same could not be expected of the RJD, "which was known for getting land registered in family's name in lieu of job promise". "In Bihar, the old age/divyang pension has been increased from Rs.400 to Rs.1,100 and the amount will directly go to your Jan Dhan accounts. We ensure financial inclusion of the poor and women and the positive impact is showing now in more ways than one," he added. "Today's generation needs to know how Bihar was soaked in helplessness two decades ago due to looting of poor's money and brake on development, and how painstakingly the NDA government worked under Nitish Kumar when the people freed the state from clutches of the RJD and the Congress. Now the schemes for poverty alleviation are reaching the poor directly through their Jan Dhan bank accounts and the biggest change makers are the mothers and sisters and they understand the meaning of positive change. Now Bihar has over 20-lakh lakhpati Didis," he said, lauding women's empowerment. Modi said that in the last 11 years, over four crore people had got pucca houses under the PM Awas Yojana, out of which Bihar's share alone was over 60-lakh -- more than the population of Norway, New Zealand and Singapore -- and the count was still growing. "Motihari alone has got around three lakh houses. Today, 12,000 people have got the house keys, while another 40,000 have got money transferred in their bank accounts. It was unthinkable during the RJD-Congress regime when people shuddered to even get their houses painted, fearing the house owner could be kidnapped," he added. Modi said that Maoism was also taking its last breath in Bihar and that was bringing youth to the world of new opportunities. "It is our resolve to make India Maoism-free. This is new India and the enemies of the nation cannot be tolerated. I took the resolve of Operation Sindoor from the land of Bihar and the entire world watches its success today," he added. He said that there was no dearth of capability or resources in Bihar. "We associated Bihar's fox nut farmers with the world after which the prices of foxnuts increased... We are establishing a Makhana Board and more products from the state would be linked to the world market for better returns to the people. Our effort is to increase farmers' income and we are constantly working in that direction," he added. Important projects Modi laid the foundation stone and dedicated to the nation projects worth Rs.7,200-crore related to rail, road, rural development and information and technology, a software technology park of India (STPI) at Darbhanga and a modern incubation centre at Patna. He also flagged four Amrit Baharat trains. The rail projects include doubling of Darbhanga-Narkatiaganj rail line at an estimated cost of Rs.4,080-crore....
