Dehradun, Nov. 13 -- The state cabinet, chaired by chief minister Pushkar Singh Dhami, on Wednesday approved the 'Devbhoomi Family Scheme", which seeks to create a comprehensive database of families residing in the state and assign them unique family identification numbers. Officials aware of the matter said the initiative aims to link all government welfare schemes with the family ID, ensuring direct and transparent delivery of benefits to eligible households. The scheme will enable families to view all government schemes they are eligible for through a single digital interface, while also tracking benefits already availed and those pending, said officials, adding that the move was expected to streamline welfare distribution and eliminate duplication in beneficiary data. The cabinet also approved the creation of a Public Health Unit (PMU) within the Urban Development Directorate to oversee and implement various public health initiatives in urban local bodies under the 15th Finance Commission, officials aware of the matter said. The PMU will include positions for a Senior Medical Officer, Finance Controller, MIS Expert, and Assistant Accountant, they said, adding that the unit will be responsible for monitoring health-related funds received from central and state finance commissions, supervising the work of municipal health officers, and training personnel in civic health services. Officials added that the Cabinet also approved amendments to the Uttarakhand Procurement Rules, 2025, allowing contractors to submit insurance security bonds in place of bank guarantees or fixed deposit receipts (FDRs) as bid security. The decision aligns the state's procurement process with updated Government of India guidelines. To enhance efficiency in correctional services, the Cabinet approved the creation of new posts within the Information Technology Wing of the Prison Administration and Correctional Services Department. Two positions each for Assistant Computer Operators and Computer Programmers will be created to strengthen digital management systems within prisons, officials said. As per the note on the cabinet meeting, the cabinet decided to constitute an internal committee to comply with the Uttarakhand high court's directive regarding the regularisation of daily-wage, contractual, fixed-pay, part-time, and ad-hoc personnel. The committee will also consider the issue of determining appropriate cut-off dates for such regularisation, officials aware of the matter. In light of the recent disaster in Dharali and adjoining areas, the cabinet approved an increase in compensation for affected families, said the note. Financial assistance for the families of those who died in the calamity has been raised from Rs.4 lakh to Rs.5 lakh, as per the cabinet decision. For fully damaged pucca houses, the relief amount has been set at Rs.5 lakh, while kutcha houses will receive an additional Rs.1 lakh from the Chief Minister's Relief Fund, apart from existing disaster assistance. The Cabinet also decided that compensation for damaged commercial establishments will be provided on a case-by-case basis. The Cabinet approved disbursal of the pending central share under the Horticulture Mission Scheme, amounting to Rs.29.40 lakh for FY 2021-22 and 2022-23. The amount will be paid from funds allocated under the "Madhugram Yojana" in the 2025-26 financial year. The Cabinet also deliberated on the issue of minimum wages and dearness allowance for sub-panchayat employees. The cabinet decided that a Cabinet Sub-Committee will be constituted to consult with stakeholders and submit its recommendations within two months. The Cabinet also approved the proposal to make necessary amendments with regard to Uttarakhand Purva Sainik Kalyan Nigam Limited (UPNL) employees for providing overseas service scheme to ex-servicemen, their dependents and youth abroad and for their income tax related requirements.
